Remove the ATI Catalyst Control Center program
 
If you really need it hunt down the "classic" ATI control panel app - check the drivers from 2005 or 2006

Thank you for the response.
 
Unfortunately, neither of these solutions is an option. We use the ATI Catalyst Control Center program to configure monitor rotation, as most of our employees have dual monitors with one in landscape mode and the other in portrait mode.
 
Also, we cannot use drivers not provided by Dell due to company policy.
 
Do you have any other suggestions?
 
Here is what I have done so far.
 
I have enabled logging in HKLM\Software\Microsoft\.NETFramework\CLRLoadLogDir to go to C:\TEST\. This only showed that .NET Framework 1.1 was being used by the application.
 
I then configured the .NET Framework to force the use of the latest CLR installed on the system. In my case, this was 2.0 (HKLM\Software\Microsoft\.NETFramework\OnlyUseLatestCLR). The application still failed, but the error message appeared differently.
 
I have re-installed .NET Framework 1.1 and all service packs and updates. I have re-installed the ATI Catalyst Control Center application. None of these things helped the problem.
 
I have not finished analyzing the Process Monitor capture of the application startup yet. I will post back my findings when I do.
