Can CPU's be placed Horizontally?
A friend of mine is considering buying a Dimension 4700 or 4700c. All of Dell's Desktop CPU's are positioned Vertically (on a stand). Due to space constraints, can these CPU's be placed Horizontally (like the old days)? Are there any downsides? The 4700 has optical drives on the horizontal but the 4700c already have them on the vertical.

Sorry to throw in a note of caution, but you MIGHT have problems with the optical drive on the 4700. The 4700c has the optical drive in the vertical and if it's anything like the Optiplex I have at work with a nearly identical design, the CDs "snap" onto the spindle to keep them in place. So the 4700c would be fine...but if you turned a 4700 onto its side, I'm not sure you could even get a disk to stay on the tray long enough to close because that surely uses the standard models of drives they put in everything else, like my 8400 at home.
Having said that--YES--any of these systems will work on their side--but there's a potential problem with the optical drive if you do so with any of the Dimensions except probably the 4700c.

If the 4600c is anything like the Dell™ OptiPlex™ GX270 (business model) we have hear at work, the optical drive does not have a snap on spindle found in most laptop optical drives. However, I have found that as long as the CD does not fall out while the tray is going in, it should work fine. Just wanted to make sure that the Dells don't have any unusual "This Side Up ONLY" requirement.
