I have the Optiplex 745 SFF, but it has a 275 watt power supply and I use the HD 6450. The HD 5450 should work fine on your system. Mine was only $20 also after rebate.
The 5XXX series had some compatibility issues with certain older BIOSes, and none of the older machines in my collection have had such issues with the 6450.
I've tested the 6450 with a Foxconn 6150 homebuilt, OptiPlex GX620, Dimension 3100/E310, and Vostro 220s, among others, under XP, Vista, Windows 7 and Windows 8, and it functioned smoothly in all of them.
Thanks for the extra info. I meant to order the 6450 instead but by the time I realized it was too late to switch (according to Amazon). I will give the 5450 a try and if I run into issues I will order the 6450.
