That card will not Physically Go into the case for the Desktop or SFF.  If its Double Wide it wont go into the tower.

There are 4 models.  The SFF and USFF use a Laptop Drive for the optical drive.

The ONLY version that will take the power supply is the Mini Tower MT.

2 Slot Wide cards WILL NOT FIT in the Tower Nor any of the other models.

Yes it is a Desktop By looking at the Specs and the size of the chassis it is a Desktop. So it is proprietary and cannot be upgraded? Well this sucks because the my Graphics card is already shipped and it needs a400w PSU. what would happen if i did install a 400w PSU on it?

The optiplex 745 has four different versions, the Mini Tower, Desktop, Small Form Factor and the Ultra Small Form Factor, which version, do you have?

If you have the Desktop version, then the 280w power supply is proprietary, due to it's shape and size

Best you can do is Low Profile EAH6570/DI/1GD3 AMD Radeon HD 6570 1024MB DDR3 PCIe

But only in the Desktop. Not the SFF or USFF.  AMD Radeon HD 6570

It has a 280w Power supply, im pretty sure its a desktop but looking at the pictures in that link it looks more like a Small Form Factorbut im not sure now.

I knew it wasn't going to fit so i was contemplating getting another case so it can fit because i am building a gaming PC and was just upgrading this computer. but i guess its pointless now and i should return my card when it gets here :T this is such a let down ive wanted this card for about 2 years and just scratched up enough money to get it too.

Upgrade what, the power supply, or the video card?
 
If it's the PSU, then a ATX PSU will not fit into the desktop chassis.

i mean i even if i left the PSU hanging out of the chassis but still all connected would it work of will mt motherboard fry and turn into Admin Note: Removed per TOU Policy -rp?

It probably would work, without shorting out the motherboard, providing the cables are long enought to connect to the motherboard and drives, but, it's not something I would recommend.

Well the PSU is proprietary so i assumed that has to do with the motherboard. i was asking if i replaced the mother board would a new PSU work. (i assume it will) i think im just going to try and work up enough money to build a Gaming PC. but thank you for the help.

Are you refering to replacing the motherboard and still use the Optiplex 745 Desktop chassis?
 
It's not the motherboad, it's Optiplex 745 Desktop chassis is too small.

As I have already posted, the Optiplex 745 Desktop power is only proprietary due to it's shape and size, that's required to fit into the Optiplex Desktop chassis, not the wiring, all the power connections on the Dell 280w PSU, are standard ATX, as is the motherboard.
 
If you want to use a standard ATX power supply and a full size video card, better to buy either a Optiplex 745 Mini Tower case/chassis, or standard ATX Mid Tower case.
 
Personally, I prefer and use Mid Tower chassis/cases for my home build systems, as the cooling is better.
