Two things. First, make sure Windows 7 is detecting the HP monitor correctly. Some are plug and play (no drivers) and considering its a 17" monitor (with 1440X900 native resolution) its probably not "new" and Win 7 may not be able to properly detect it. Check the Device Manager to see if its being detected as the HP and correct model number. If not, that could be one problem, and in that case check with HP to see if they have a Vista/Windows 7 driver for it.
The monitor detection is most likely the problem, but if not, update the Video drivers and see if that helps.
Uninstall all the programs that you added. Win 7 cannot run old utilities and some old software. OR--You can revert to Factory Settings to see if something you added is causing the problem. Since the computer worked before you added your programs, that should fix things. If it doesn't, contact Support.

Thanks for your information,
I did check the Device Manager and it's showing my device is up to date and the correct monitor.
I've also confirmed through Nvidia that the graphics card is up to date. Unless you're referring to something else as far as video drivers?
The Dell PC Check Up and Windows Updates confirms all of my drivers are up to date so I'm not sure where else to go now.
