Upgrade processor Optiplex 740
I have a Dell Optiplex 740, my processor is Amd Athlon 64 X2, 4600+ 2.4GHZ.
I bought an Amd Athlon 64 X4 9550 processor and did not accept it, the question is .. does it support that processor?

No - it supports single and dual core only.
