My user manual discusses enabling TPM in the BIOS, but I cannot find that setting. How can I determine whether I have one? If I don't, why does the manual discuss it?

You do not have a TPM in the XPS 8700.

There is one in the XPS 8900 TPM 2.0
Shows up as ACPI\MSFT0101 hardware Id under Security Devices.
Aka Trusted Platform Module 2.0

There is one in the XPS 8900 TPM 2.0
