Dell does not list a Vostro 720 desktop in their computer lineup, the last Vostro desktop model listed by Dell is the Vostro 430

There is no model vostro 720. Do you mean XPS 720 or Vostro 270 or what? Find the actual model name and look it up at Dell Support to see what you can upgrade.

The Vostro 270 motherboard has 2 DIMMS [slots] and supports a maximum of 8gb of DDR3 RAM [see page 47].
Best to install 2 x 4gb modules.

Regards to the ASUS R9290X-DC2OC-4GD5 Radeon R9 290X 4GB 512-Bit GDDR5 PCI Express 3.0 HDCP Ready video card, this card is 11.3"L x 5.8"H x 1.6"W, you will need to open the case and check the available space that's available for the card, using a plastic ruler, as it is 11.3" long.
Plus the 300w default power supply will need to be replaced, the ASUS R9290X-DC2OC-4GD5 Radeon R9 290X requires 1 x 6-pin and 1 x 8-pin PCIe supplementary power connectors, the default PSU does not have.
Generic ATX power supply units, with either a 24-pin or 20+4-pin main motherboard power connector, with or without the on/off switch, would be compatible with the Vostro 270 MT.
You should be able to buy a compatible power supply from either a local or online computer store.
Note: A power supply with four SATA, together with 1 x 6-pin and 1 x 8-pin PCIe supplementary power connectors is required.

SHESAGORDIE,
do you know if a core i7-3770S would be a viable cpu upgrade from the base i3-3220 in the vostro 270?

No i7 Series processors are supported by the Vostro 270, only the i3 and i5 processors are supported, see here:

SHESAGORDIE,
i saw that but the manual also says that the 270 cant have more than 8GB ram when it can actually support 16GB (I know becausse i'v done it). I checked out the B75 chipset thats in the 270 and i see that it does support i7-3770 processors. the real question is if the stock power supply can handle it.
