AMD Catalyst Control Center fails to start

Hi. When I'm trying to start the Switchable graphics, the following message appears:

I have already tried to uninstall both ATI & Intel Drivers, and reinstall, but it didn't work. I'm using the drivers only from the DELL support site.

Product: DGND1X1

OS: Windows 8.1 x64

I tried to run AMD Clean uninstall utility, but my whole system crashed, and I couldn't start it up (luckily I could restore via system restore).

I tried to look for solutions on the internet, but none was working for me. If you've got any method or idea please help me! I'm glad to provide any logs if needed.
