ATI catalyst control center FAILS: cli.exe application error

i can not get the ATI catalyst control center to work.
 
on every boot it gives the error: cli.exe - 'the application failed to initialize properly (0x0000135). click on OK to terminate the application'
 
i have a dell inspiron 6400 with a ATI Mobility Radeon X1400 adaptor

The Net. Frameworks 1.1 needs to be installed and directx 9.0c. Get those from MS updates.

You are welcome and thanks for letting me know.
By the way, once Net Frame is installed it will cause you to have to logon to windows each time. If that is a problem just go to control panel and under user accounts you will see a user account was added called something like Aspent. Just click on that and delete that account. You call allow windows to back that up but once done you won't have to logon anymore.

right mr. ASP.NEt is now a user, but it is not a problem as my pc is a multi (two) user pc

there is an update for NET on the windows update site that supposed to cure this anomaly.
