I have the answer I think. I had exactly the same problem after reinstalling XP Pro on mt E1505.
There were three entries in device manager for "Base System Device" after downloading and installing what I thought were all the drivers.
I called Dell and got "Austin" in India who was no help - 15 minutes trying to get him to understand my email address, and another 60 making no progress on the problem. He said eventually that he had no idea what to do. I then asked for his supervisor (named "Alex), who spent another 30 minutes - including directly connecting to my machine and reinstalling everything himself. He then told me that since it shipped originally with Media Center Edition 2005, and I had installed XP Pro, Dell "would not support this issue". He then told me that I would have to go to the paid support line to get help with this. I was feeling real good about purchasing the premium 4 year warranty at this point.
I was absolutely FURIOUS!! What the "heck" does Dell think outsourcing to not only incompetents - but indignant ones who can't even communicate - will do for customer satisfaction?
In all fairness, I have had some technicians who were both knowledgable and respectful in the past, but this seems to be more the exception than the rule lately. But I digress...
The three "Base System Device(s)" turned out to be the card reader drivers.
It is listed under "Chipset" as "Ricoh R5C832". I thought that this was chipset driver for another motherboard option since there was two drivers listed under "Chipset", and I knew that it was an Intel motherboard. Were it not for further research on the web (how I found this post BTW), I would still have the problem that Dell's India tech support couldn't fix even when logged onto my notebook via remote access. And they wanted to charge me beyond THAT!!!

Yuppers! I had the same problem with my new Core2Duo e1505. However, I talked to Sandeep, who found the solution in the same amount of time it took me to look it up on the forum, so I am impressed with my tech. Guess I just got lucky.
For any one that is reading this post late in the game as I - this is correct - however - you need to look at all the downloads to locate the Ricoh driver.
I just found this same problem with Windows 7. When I installed it I was told that a better driver was installed which obviously was wrong. I installed the driver and now it works properly. Thanks

I assume you just clean installed Windows XP. Keep in mind that Windows XP is reaching its end of life soon, for more details see Windows XP SP3 and Office 2003 - End of Life April 2014.
This system will run Windows 7 32 bit nicely especially if it is upgraded to 4 GB of RAM (3.25 GB usable). The system Drivers for Windows 7 32 Bit for the Inspiron 6400 may be found here: http://en.community.dell.com/support-forums/software-os/w/microsoft_os/4526.inspiron-6400-windows-7-32-bit.aspx
