Bios Setup

Does anyone know how to access the advanced chipset features within the BIOS setup? I've taken a look and the available options seem limited, I wish to check on my clock speed and perhaps give it a little tweak. Am I going about this the right way or is there a method of making these alterations through windows?

Dell locks their BIOS's to such options (as do most major computer manufacturers) so as to avoid the costs of providing replacement parts to hapless first-time overclockers whom set their machines on fire through stupid attempts to get <10% speed increases without extra cooling. *takes breath* There, I said it.
