Blank screen with Run DLL window

Laptop with windows 8 purchased last July.  After turning laptop on, I am able to log on screen. After a long time, the laptop gets beyond the log on page but I get a blank screen then a window pops up stating Run DLL.  This is what I see in the same window. 

"There was a problem starting

C:\users\user name\AppData\local\conduit\BackgroundContainer\BackgroundContainer.dll

The specified module could not be found"

I am missing some DLL file but how do I repair it if I can't get beyond this screen? How do I get the missing file?
