On my XPS 15 9560, it is simply
Fn + B
e.g. System Properties can be accessed by
Win + Fn + B

'Fn + B ' also worked on my XPS-15 9550 ('Ctrl+Fn+B' did nothing...). Hard to imagine that there are two separate methods out there.
