Hi Abha8603,
Were you able to solve that problem? I am facing the same issue and can't seem to find a solution for it.

Same here. This is driving me nuts. I expect a budget computer to have a limited bios, but this is ridiculous. I cant boot from ANYTHING except the harddrive that came with the computer. They might as well have soldered SSD chips right to the motherboard, because having the option of replacing the harddrive is useless if you cant even boot from a CDrom or USB drive!!!!!!
Dell, you need to fix this. Let us do a legacy boot!

Same here too.
I can not install any new operation system if I want to replace the HD with a SSD.
Is the BOIS block it? why?
what happen if the hard driver have problem?

I have just got this all in one pc and wanted to ugrade to SSD and couldn't any way to boot from any other device. I have took out the hard drive, along with the fresh SSD, plug it into my computer. Using Paragon Hard Drive manager disk copy command. Afterward plug the SSD into All In One Pc. It boot right up into windows.

This is good. At least I know how to clone a HD in advance before the original HD stop working.
But I want to install Windows 7. It is still a problem.

It is not a problem because Paragon Disk manager boot into DOS to work. Paragon is not a Windows software.

It's nuts but the answer is impossible to find. Someone else had to tell me because every post says that it cannot be done. Create your USB boot stick as usual. Copy the files from it to a directory on the computer you used to make it. Now format the USB stick with Fat(32). Copy the files Back to the USB stick. Boot the AIO and press F12 while booting. When the boot menu appears your USB option will be displayed.

Did you really try this soft before?
The big first problem is it DO NOT recognize the USB, wheneven it is a USB CDR or USB Stick from the BIOS.

Yes, I really tried it. I'm actually finishing up an 8.1 ENT install at this very moment. But forgive me as I do not typically Post but since I had so much trouble finding the solution myself I decided to do so. But in my haste I neglected two very important pieces of information.
1st in your F2 BIOS settings you must turn off Secure Boot
2nd the Thumb Drive cannot exceed 8GB - but suggest using an 8 as it will actually format at just under that size.
(What I did step by step) I used the Windows 7 USB DVD Download Tool to create the 8.1 boot image on my 8GB thumb drive from the most current ISO that I had downloaded from Microsoft (which BTW still required over 115 updates). This will of course format the thumb drive with an NTFS format. Once the boot stick was created I copied the files to a Dir on my laptop. Using windows explorer I then formatted the thumb drive for Fat (32) and copied / pasted the files from the Dir onto the thumb drive. I put the thumb drive in a USB port and booted the AIO using F2 to access the BIOS and turned off Secure Boot. Upon the reboot after saving the previous settings I used the F12 to access the boot menu. Following these steps the USB option appeared in the Boot Menu selections. I selected the USB for the Boot and it quickly booted to the install selections. I used the custom install setting and chose the current windows drive (largest drive in GB) for my install. This will create a Windows.old file that you can later delete but it will maintain the UEFI format without you having to recreate all of it from scratch. After loading the system and hours of Updates - it's working great. TIP: When you tell Update to load the 1st 115 updates, it will never advance the Download % from 0. Let it run for about 15 to 20 min, Stop the Download, then go to your Charms to Restart. You will notice that it says "Update and Restart". This will load the 1st 45 or so updates and then you can easily continue on from there (for the next few hours).
I've read over this several times and I think I have everything included this time. Hope it helps..

Following your post, I purchased 8GB USB and used windows 7 USB DVD download tool to create the windows 7.0 boot image. then I create a bootable USB with the format as FAT32.
I can use this my any other PC except for the DELL AIO.
The boot manager can not find the USB driver.
I made a win 8.1 recovery USB using DELL AIO, and plug in, this time the boot manager recognized this.
BillBoo53, you build a windows 8.1 bootable USB or not?
I want to replace the HD with SSD and install windows 7 pro, but still can not do it.
if you use windows 8.1 bootable USB, how can you install windows 7 later?
Thanks.

Bought this same All-in-one Dell Inspiron 20 3043 and it will not recognize the USB therefore I cannot install Windows on it. It came with Ubuntu Linux which is useless for me.
Very unhappy with my first dell device.

Did anyone ever get a solve for this? I purchased this computer today with the intention of loading windows 7 on it. Running into the same issues. The USB is not recognized in the boot menu. I followed the Fat32 suggestion but still does not work on this computer. I tried the USB on an old computer and it booted right from the USB, so I know the USB is formatted correctly.
Dell support refused to help...shocker.
Should I just return this?

it allows you to install from any source. provided that the windows version you are installing is UEFI compatible. if it is you will be able to see it in the boot menu. well this isnt any better coz now your old CD/DVDS are rendered useless. so give us a legacy mode DELL.

Update bios to A09 or A10. It activates legacy option.
