I can't find a Security option on the Drivers and Downloads page.

The file driver is called: 

          Intel PCIC compatible PCMCIA controller

The file driver details of this driver on my Latitude 610 with xp professional 5.1 is: 

         c:\WINDOWS\system32\DRIVERS\pcmcia.sys

The provider is Microsoft.  The file version is:

        5.1.2600.5512 (xpsp.080413-2111)

The Digital Signer is:  Microsoft Windows Component Publisher

The Device Instance Id is:

       ROOT\PCMCIA\0000

The driver can be downloaded from microsoft, or dell.

The hardware device has to be operational, then installed with "add new hardware", then configured with the device manager.

First check to see it is configured and look at the system device in the device manager.  The yellow exclamation mark means something is wrong.

Sometimes the Control Panel does not see the pcmcia device.  You need to make sure it is there.

I think my hardware device is finally shot, because it is installed and configured, but the error report states that the device is not working properly.

And it states:  "This device cannot start.  (Code 10)"
