Quickset usually helps with the power settings also although not so much on Windows 7.
I would try removing your battery and AC adaptor. When these are removed, hold down the power button for 10 seconds. Next put the battery back in and the AC adaptor back in and re-attempt powering up.

Some people get by with no problem, other people have several problems with it.
If you have a problem you should contact one of the Dell staff on the forums they have helped people register on the Dell end. Dell-Chiranjeev-S for example has helped several people with regards to registering.
What country should i select? The country where I'm currently at (which what I just selected) or the country from where it came from (since this one came from Malaysia)?

Dell Quickset should be installed for the function keys.
You should power down your system and run the diagnostics, press F12 at the Dell BIOs screen. Run the diagnostics and any extended test.

About the QuickSet, I can't find one that is compatible with my system. Can you give me a link where I can download it?
