Verify that the LED on the AC adapter is ON before you plug in the notebook end. If it's not, replace it with a new Dell adapter.
Remove the battery, unplug the system and hold the power button for 30 seconds. Remove and reinstall both memory modules. Try powering up - if it will without but not with the battery, the battery is faulty - replace it.
If it still won't power up with a good adapter after the reset above, replace the system board.

Reinstalling both memroy modules and reinstalling the hard disk solved my problem!
