I contacted Microsoft via chat and the tech solved the issue by rolling the ATI Mobility Radeon HD 4670 driver from the latest one (circa July 2017) to an older version (2015) and everything immediately worked. Screen resolution was restored and external monitor recognized. THIS PROBLEM IS RESOLVED!

I have just managed to do what is described below by the following process:
Go to "Device Manager"
Click on "Display adapters"
Right click "ATI Mobility Radeon HD 4670" and select "Update Driver Software"
Select "Browse my computer for driver software"
Select "Let me pick from a list"
Select the old version (2015)
This worked for me. and resolution is back to 1920 x 1080

thanks for the solution. was struggling with the messed up resolution since days
