Check if the Webcam is listed under ‘Imaging Devices’ in Device manager and if there is a yellow bang. Also run diagnostics on the webcam. Click on the below link:
Under ‘Hardware’ from the listed components under ‘Diagnostic Selector’ select ‘Camera’ and then click on ‘Run Diagnostics’. Follow on screen instruction to run the test and reply to this post with the status to assist you further.
If you are comfortable, reseat the Webcam cable and check. If the issue persists even after reseating the cable, I suspect it is a hardware issue. Consider replacing the webcam. Click on the link below for the service manual:

Did you recently install/reinstall the operating system? If yes, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install.How to Download and Install Drivers in the Correct

(Windows 8)How to make the webcam work with help from this youtube. You have to open the Camera app first, and then click Settings on the charm bar to see where you can give the app permission to use the webcam.

I installed this software but doesnt work.
I aslo saw in the Bios and camera was Enable
i opened Skype and i tried but doesn't work
I have this message in Skype: Skype can't find any webcam

A diagnostic category was specified and the applicable device does not exist
:)
and microphone doesn't work as well , in the device manager there is no problem all driver are done

Troubleshooting the Dell Webcam and Dell Webcam Central Software
You can try this file, also known as Dell Webcam Central.
Create a new unrestricted user account and try the webcam. Did the webcam work?
If yes, log out and log back in to your account and try the webcam. Did the webcam work?
If no, then the webcam became detached from the motherboard, usually near the webcam
