Don't see a PP091 -- there is a PP09L, aka the old Inspiron 9100/Inspiron XPS model:

I did try IE as appose to Firefox and I still get the same message: "The server at ftp.dell.com is taking too long to respond".

Maybe my ISP? Not sure what's going on.
