Direct draw and direct 3D acceleration problems with an ATI graphics mobility 9000

I have trouble with my video card running certain programs. I have determined that I have hardware acceleration problem with my ATI video card. I get vertical lines on my computer whenever direct3D or directdraw test is run using dxdiag. This problem can be fixed by lowering my hardware acceleration to the point of disabling all direct3D and direct draw hardware accerlations, however, this is not an optimal solution.
I was wondering if anyone could tell me why this would occur and how to fix it plz. :o)

There could be two things here:

First, is this a "toaster" (overheat-prone) model like a 5100/5150?

The other issue could be with the game - the 9000 is a low-end card now, and it's not capable of running many newer games without reduced video settings.
