It seems that the issue is with touchpad drivers. You can uninstall and reinstall touchpad drivers.
As you have mentioned that the system is recently purchased, I believe it was shipped with Windows 8. If you are using Windows 8, follow the steps below:
Press ‘Windows’ key + R on ‘Desktop’ screen
Type ‘devmgmt.msc’ in run box and press ‘Enter’
Click > sign next to ‘Mice and Other pointing Device’
Right click the entry listed under ‘Mice and Other pointing Device’ and click ‘Uninstall’
Click ‘Yes’ on the security warning
Remove the ‘Touchpad’ application from ‘Uninstall a Program’. To remove the application:
Press ‘Windows’ key + X
Click ‘Control Panel’
Click ‘Uninstall a Program’
Right click on ‘Touchpad’ and click ‘Uninstall’
Restart the computer
To re-install the drivers, please refer the link: http://dell.to/WD6HHy. Click ‘Download File’ and follow on screen instructions.

When I reinstalled the file, the TouchCheck came back instead of everything else and everytime I go to the dell touchpad setting, all the changes I make don't go into effect and I'm really getting frustrated... Is there a way to fix it? <:)
