It appears Dell must have licensed the software for some of its XPS ultrabooks and Inspiron All-in-ones -- your system isn't listed.  That doesn't mean the software won't work - just that  you'd need to purchase it (it's not free of charge with your system.

Yeah, I get that my system isn't listed on the dragon website, but dragon is listed on the Dell website for my Laptop! I expect when its featured in such a big way on the store page that I can actually use it. It's my understanding that it's not actually possible to buy this. Thanks though

I totally agree, although I'm not really sure how to complain now. The laptop was bought for me.
