I really do not know any email addresses at Dell.com... But...
It sounds like you are trying to get disks for the software that came preloaded in the laptop. Dell does not generally resend out disks for that, and in this case it is quite likely they don't even have them anymore to send out, even if they wanted to.
Your computer likely had a restore partition when it was new. Have you tried using it? See here for details:
It sounds like you have the Windows reinstall disk and have gotten that far. Is that accurate? If so, the restore partition is likely damaged (during the reinstall using the disk), and that option may no longer exist.
Also, have you asked the friend if he has any other disks?
If you cannot access the restore partition and the friend doe snot have any other disks, the only real option is to reinstall windows and then buy what ever software he wants on there.
Something else to consider is that there is a lot of quality free software out there. For starters, I'd recommend avast! antivirus and the OpenOffice productivity suite. If there is other specific software he is interested in, post back - someone here nay be able to recommend a free alternative.
Sorry my answer isn't what you were seeking, but I hope it was helpful nonetheless.

Since you're looking for out of warranty support, note that it is pay-per-incident:
