Error 1310 when trying to install a program

I am trying to download a program that I use for my client work to the new refurbished laptop I just purchased.  I am downloading this program from my government website and am getting this error:  Error 1310 Writing to file c\windows\SysWOW64\FTS32.dll Verify that you have access to that directory.

I am the administrator so how can I not have access to this directory? 

Second question is that I notice that my recovery drive is more than 1/2 full, is this normal?

Evidently I had to click on the program before I installed to 'Run As Administrator' and it installed.  Still have the question about my recovery drive though.

I have a 250 GB hard drive.
My Recovery partition is 12.76GB of which 5.26GB is used.

Nothing is written to this partition.  It contains the factory image file for PC Restore.

What is your concern?

Hello

i have search solution for this error and I fixed my problem to this solution. I think this solution will be good for you.

   * Click on Start button | Select My Computer

   * Click on Tools | Folder Options

   * Now select View tab | Advanced Settings | Simple File Sharing

   * Click on OK

   * Close Folder option Window.
