You may have difficulty getting help on this one. I checked Intel's site to see if they had any help for it, but they essentially say you need to go back to the mother board manufacturer. You can see their take on this here:
Thank You for your help in this matter I spoke will dell tech support for around an hour and the person I spoke with just in short told me to replace processor with supported one that came with computer. I informed him that all I was looking for was help in finding a bios that would see the 3.06GHZ processor but was like talking to a wall I believe I could go to a newer inspiron laptop bios that support the larger processors and would work but not sure and don't know enough to start shooting in the dark. The computer works fine and maybe if I come across a 2.86GHZ processor that came from a 5150 I will buy and replace but maybe dell will come up with a bios that supports this one or a bios which you could change values in bios but once again thank you Don
I can appreciate what you're trying to do, but the 5150 is a model that has had more than its share of problems. Since Dell discontinued it about two years ago, I don't think it likely they will be writing any more bios updates for this computer.

It appears you need to contact Dell tech support and see if you can elevate the issue to someone who would understand the problem.
Good luck!
