Fixed Now VgaSafe Video or Motherboard Driver problems

I sat a bit after the three days and just came up with why not just F8 F8 and start in VGA and then install the ATI driver set.  Then viole works like a champ.  Sometimes I think that when you know something well you overlook the simplest item

I am new to the forum but I have been trying to figure this one out.
 
I have tried to reload XP, Installed and uninstalled ATI software all to no avail.
 
When I replaced the Hard Drive I did a fresh install with all of the Dell Drives available and applicable to my system.
 
I have loaded the intel driver set that is for the Inspiron 6000.
 
The problem is that I cannot get the video driver for my screen to load because the propertieds tab in display is not available:
 
Below is a list of what I am seeing - Please help and if you have solutions other than the reloading the system (4) times now.  And yes I know the driver is suppose to be in the XP and Intel subset but I must have the wrong Intel set or something.
 
I think that it has the ATI 300 but I have tried both the standard and ATI.
