Flashing BIOS removes password?

I just bought a used Dell Latitude D505 notebook on ebay from a pawn shop. There are 2 things I want to do:
1) I want to remove the BIOS config password on page 7 of the BIOS. The current boot order of the drives is floppy, hard drive, USB storage device, then optical drive. I want to remove the password so that I'll have complete flexibility with this notebook. The installed BIOS version is A02. I see that there is a more recent version A09 available. If I flash the BIOS will that reset the config password?
2) I want to reinstall a clean version of Windows. I have the COA and the Windows CD. Currently Windows XP Pro is installed but I can only boot to the Guest account. The Administrator account has a password. Could I delete some Windows files so that windows would not boot which would then force the computer to boot from the CD drive?

The computer has a CDRW/DVD combo drive but doesn't have a floppy disk drive. The battery is completely dead and I've been using the A/C power adapter and cord. I have filled out the transfer of ownership form and am waiting for Dell to transfer official ownership and the remaining complete care warranty to my name.

Once the ownership transfer is complete,  Dell can solve all of your problems for you.  Until then,  any source you find claiming to remove your BIOS password is a high risk to you.  It might not work (or more likely probably won't work) and it could very eaily leave you with a system that no longer works.

I was able to use F12 to choose a one time boot from the optical drive. So I was able to boot from the Windows CD and erase and reinstall Windows. I'd still like to remove the BIOS passwords. Suggestions welcome.

Flashing the BIOS will not remove a password on a Dell Laptop;  a Master PW from Dell based on your Service Tag will, but they will not give you that until you establish ownership to their satisfaction.
