Foreign characters using ALT keycodes on a laptop

With a full keyboard, I can enter foreign characters by pressing the ALT key and typing a three digit key code on the numeric keypad. Can I do something similar on my Dell Inspiron, which does not have a keypad?

Hmm,
The instructions above work on my Inspiron 1501 w/ Windows Vista and Word 2007 as described.
With Num Lk on, I don't even half to press Fn to type in a number, I just type in a blue number.
 
However, just now trying it on my Inspiron 6000 w/ Windows XP and Word 2003, I have to press Fn first to type in a number. Though, I can also use Fn+Alt+0153 and still get the Trademark symbol.

Hello,
Turn on "Num Lk", your status light should come on. Then you can use the Alt key and numeric key-code combinations via the embedded key pad (eg, the blue numbers). You can also key in 4 digits for special symbols, like Alt+0151 for an "em dash" (—), or Alt+0153 for the "Trademark" symbol (™). When you're done, just turn Num Lk off.

Already tried that, but it does not work.
 
If NumLock is on, I can press the blue Fn key with a blue-numbered key to get a digit.
 
If I use the Alt key as well, it does not let me type in a three or four digit number and get the character.
