How to change\disable Precision M4500 Touchpad (Window 7 64 bit)?

I've have been searching for some way adjust the functionality of the touchpad (Window 7 64 bit), or even just disable.

I found this post: http://en.community.dell.com/support-forums/laptop/f/3518/p/19350695/19766040.aspx#19766040.  But DTPad.exe does not open, I dbl click but nothing happens.

I've seen screenshots of people using Ctrl Panel>Mouse to get to a property page but I don't have that on my machine (as below).  I believe it is a separate download to but I don't know what or where to get that download.
