Please type Mouse & Touchpad Settings onto [Cortana] search box, stroll down to Additional Mouse options, and then click on it.
Stroll down to 'Click To Change Dell Touchpad Settings'....

Click on mouse, see image below....
Click on ' Disable Touchpad When USB Mouse Present'.....
