Inspiron 1300 processor upgrade

Can I upgrade my Inspiron 1300 Processor?  I currently have the GG440 Intel Pentium M 1.70GHz.  Can I upgrade to something at least over 1.8GHz or even possibly reach 2.0 Ghz?  I'm running a software that requires 1.8GHz (2.0GHz recomended) and 512Mb RAM (1G RAM recomended).  Could I just upgrade my RAM to 2G RAM and not worry about the Processor?  Would I get away with this?  The software I'm running is the Studio Movie Box Ultimate from www.pinnaclesys.com.  It's a video editing software.  Would I need to upgrade my Video Card for this?
 
So many questions I know!  I appreciate any help.  I'm racking my brain on this. I can't sleep at night!

You can use any Pentium M on a 400 MHz bus; max is 2.1 GHz. However, you will find these CPUs run upward of $500.

It is likely the speed quote is in terms of a Pentium 4, which is a less efficient CPU - your 1.4 GHz Pentium M runs more like a 2.4 GHz Pentium 4 and should work fine.

I really appreciate the answer ejn63!  This would explain why customer support at Dell said I would be fine just Upgrading my RAM to 2G.  Thanks much!
