Inspiron 14z will not shutdown or sleep

Hello,

I hope someone can help me diagnose a problem with my Dell Inspiron 14z.  The computer will not completely shutdown or sleep.  The screen will go black and the power lights will then stay on.  I have to force the computer to shutdown by holding the power button down.

I recently had to reset the computer to the factory image due to an upgrade to  Windows 8.1 that went terribly wrong.  The computer has all current windows updates and I've updated the drivers.  The problem started before I re-imaged the system.  I was hoping that it was a software issue that re-imaging might solve, but apparently not.
