I would suggest you to update the BIOS,CHIP-SET,Touch pad driver from the link below by selecting the version of Operating system.

1. Download the BIOS from BIOS section on to the system and install it. 2. Download the Chipset from Chipset section on to the system and install it. 3. Download Touch pad driver from Mouse, Keyboard & Input Devices on to the system and install it.
NOTE : Restart the system after the drivers are updated
If the issue still occurs, I would suggest you to check with an external Keyboard and mouse to see if that works good on the system

I have received my Inspiron 15 7537 today,14th July, and have experienced exactly the same problem as you have. The only key I found to work was the backlight. I contacted Dell support immediately and to my surprise was told the motherboard probably wanted replacing. Naturally I am extremely disappointed with the Inspiron and have asked for a refund, which Dell is now initiating. I wish I had paid the extra for an XPS laptop and probably would have got the quality product I have come to expect from Dell.
