You likely need to install the Intel Chipset driver and the Dell notebook system software before installing anything else, reboot after each. Then install drivers for any other devices that are missing or not working, reboot if requested. Then install the video driver and reboot. Then use Windows update and check under critical and optional for any further updates.
The Dell site lists 32 bit Vista drivers. There is a good chance these will work just fine with Windows 7 32 bit. Otherwise you will have to do some research and track down suitable Win 7 drivers. If you have installed Windows 7 64 bit then you will have to track down suitable drivers yourself.
You can use the utility on the Intel website to check out the chipset and other Intel hardware drivers. Best to use Internet Explorer as it involves an ActiveX control. For the video look on the ATI website.
I have installed Dell util, reinstalled Chpset driver (Intel), uninstalled and reinstalled Video X1400 driver (ATI) with reboot each time.... same problem !
Then I run test from boot menu :
Error code 0334, Msg errcode 2000-0334 (user reported that graphics pattern were not displayed correctly) !
...It says that I have to reinstall the video card !!!
Use F2 at power-on to enter bios setup. Find the option to load "default values" and then the option to "save" and "exit and restart".
Re-run the diagnostics. Do you still get the error? If you do then it likely means the GPU is faulty as Windows has not yet loaded.
If the system passes diagnostics then I would be inclined to do a clean install of Windows 7 onto a re-formatted drive. In situ upgrades of existing Windows installs never seem to work properly. (Make sure you have a comprehensive backup first).
Yes reinstall Windows 7 (Assuming 32 bit Windows 7). Then install Windows 7 Standalone Service Pack 1 standalone (windows6.1-KB976932-X86.exe for 32). Also Internet Explorer 9 (again x86 for 32 bit). After that install the following Drivers:
R143625, R140623, R141246, Wireless (If Intel get from Intel Website), R141200, R166699, R226750 (Bluetooth). Media Direct (if you want it). Dell Support Centre.
Try not installing any graphics driver. Then go to windows update and pay attention in particular to optional updates.
When you reload Windows from scratch a default graphics driver is loaded. All it takes is for you run Windows update for it to load the most current graphics driver. At least that is all it took for me to get the proper grahics driver loaded on to my Insprion E1505.
There should be an optional update available. Look to the forum here, everyone else seemed to get it through windows update.
dgkpcon also mentions using the Mobility Modder. This should be unnecessary as the driver should come up in windows update. If it doesn't you may need to try it. Download it and follow their step by step guide. (Near the bottom of the page).
Are we now dealing with a clean install versus an in-situ upgrade? If not then I suggest you start again with a clean install. Back up your data first.
I suspect, given the age and model of GPU that there are no full support Windows 7 drivers and likely no 64 bit drivers. The best you will get are Vista 32 bit. These should work fine albeit some Win 7 specific functionality may be missing.
If after a clean install Windows update does not offer a driver I would either;
extract and manually install the Vista 32 bit driver from the Dell website and try Windows update again;
or
extract and manually install the Radeon 9.3 driver from the AMD site. Select "Display Driver" under the section "Option 2 - Individual Downloads".
Try the Dell version in preference. The generic AMD is designed to support desktop Radeon X1300 (and presumably X1400 although such is not explicitly stated). This might mean it objects to Radeon Mobility X1300 or X1400. Hence the mod might be required.
You can also download the Catalyst Control Center but you don't actually need it in most cases. This requires that Microsoft dotNet Framework is installed. .Net is default installed with Windows 7.
Use WinZip, 7Zip or similar utility to extract the Dell or AMD package into a blank folder. Use the update driver in device manager to manually navigate to your folder and install. You might have to navigate through the sub-folders.
Please note that before I've upgraded from XP to Win 7 (32bit), I've run Microsoft WIndows 7 Advisor and it said that my grahic card support Aero and now I've run it again (after Win 7 installlation) and it says that my card do not support Aero...

I've downloaded the previous version (R147065) to the latest version (R153383)
And now everything works FINE !

I partially solved the problem by updating the driver for ATI Mobility Radeon X1400 controller.
The only problem left is that the cursor jumps fast and continuously.
Do you have an idea?

I've followed step by step your procedure. All went well.
I no longer have a crazy cursor but the screen is still unclear and the characters are bigger.
I changed the screen resolution to 1024 X 768 and it is a little bit better but still unclear and large.
Video card is VGA Standard.
Video driver is from Microsoft 2006-06-21 version:6.1.7600.16385
I've checked and there's no other driver available...
But the card supposed to be :
ATI Mobility Radeon X1400
Product Code on order: 256ATI (Product code on Packing slip: UF357)
SKU 320-4655
Do I risk installing the driver R153383 and back to square 1 ?

Have you re-run the diagnostics? Previously it seems you might have had an error?
Have you completed a clean install of Windows 7?
And have you installed the Vista 32 bit driver as posted on the Dell website?
