Thank you for reaching out to us here, we appreciate you trying a few troubleshooting steps on your own. As per the description of the issue it sounds like the LCD has a problem as you are able to get proper picture on an external monitor. We request you to run the LCD diagnostics by pressing the power button + D key simultaneously together and wait for the test to complete, please make a note of any error codes displayed and share it with us. If possible we request you to share the screenshots of your screen.
As noted at the end of the second paragraph of the post the LCD diagnostic (power button +D) appears to show properly. It showed a single full width screen, flashing multiple single colors with not error messages, then booted to windows. I have never worked with this before and don't know what was supposed to happen. But the fact that it showed a single full width screen suggests that the problem does not exist in this mode. attached is a photo of what the screen looks like. Device manager shows Display as Digital Flat Panel (1024 x 768)
Thank you for the update, we have checked the picture that you have sent us and also went through your post completely, as per the picture and the description that you have provided the issue seems to be with the video card. Since the video card is part of the motherboard the motherboard will have to be replaced on your system. We also request you to run a system diagnostics to make sure that the remaining components are fine. Please connect an external monitor and follow the steps below to run the test,
1. Power on the system and on the Dell logo screen keep pressing F12 so that the one-time boot menu screen loads.
2. From the one-time boot menu screen please select diagnostics and press the enter key.
3. Please allow the test to complete and observe if any error code is displayed.
4. Since the system is end of life we request you to contact our out of warranty team for further assistance.

Thank you for the update, the error code that you have provided is generic code which shows up when you do not press the key Y when it asks a question 'were the colour bars on the screen displayed' ,since the system is end of life we request you to contact our out of warranty team to have the necessary parts replaced which is the motherboard and the issue would be resolved post the motherboard is replaced as the issue is with the GPU which is integrated on to the motherboard.
