Please point to me the correct drivers to use for this computer and in what order they should be installed. We start with a fresh installation of Windows XP Pro with SP2. After I boot windows for the first time, I will have all of the drivers that will be listed on a CD so I am able to install them in order and one at a time

I don't know the specific drivers you use on your system, but in general, after you have performed an Operating System re-installation you should install
1. Dell Notebook System Software (find it under System & Configuration Utilities) and restart.
2. Intel Mobile Chipset driver (find under Chipset) restart.
3. Graphics driver. This can be installed later but improves the appearance.
4. Sigmatel audio driver
5. Other drivers. Some people install the communication drivers before the audio driver, if they need to go on line.
If the Notebook System Software and the Intel Mobile chipset driver are not installed first, then some of the other drivers won't install, particularly the Sigmatel. All of these are on the D830 downloads page.
Ignore the "importance" column on the downloads page. That is Dell's recommendation to help in deciding whether or not to upgrade a driver. It doesn't apply when reinstalling an OS.
