Need restore disks for Inspiron N5040

My Inspiron N5040 laptop running Windows 7 did not come with any disks and I'm having a difficult time finding the area on Dell's site to order them. Does anyone know if they just don't offer Windows 7 recovery disks anymore? My computer is stuck in a System Repair loop and won't even boot into Safe Mode so I really need the disks to format my laptop. Any help would be greatly, GREATLY appreciated!!

Thank you!

Thank you for your message.

This system model does not have downloadable OS available.

You can contact the US out of warranty team on 1-800-288-4410 (7 am to 12 am Monday-Friday CST) & they can assist you with the recovery drive. There will be a nominal cost as shipping and handling.

We would request you to run a basic hardware diagnostic by following this link http://bit.ly/2fJuGXB  just to confirm that there are no hardware errors.
