PCI Bus 3 Device 1, Functions 1, 2, and 3 not working!

I have an inspiron 6400, just reformatted, and all the drivers installed fine except for these! I was looking at the properties of each in the Device Manager, their headings were "Base System Device". In the resource CD which came with my computer the only driver that wouldn't install was for the video card. I've installed the ATI radeon mobility x1400 driver from the dell website, but that hasn't fixed it. I'm wondering what else I can do?? My next course of action is to go through the Dell Diagnostics thing, but I'd rather find an easier solution!
