You may want to reset the system as well - power off, unplug, remove or disconnect the battery, and hold the power button for 30 sec. Remove and reinstall the memory modules and see if that clears things up as well.
The delay occurs immediately after powerup, before Windows starts loading. I'll concentrate on the RAM diagnostic, since the OS loading process seems to be working fine, once the POST is finally done.

Run an extended diagnostic on the system - in paticular, the RAM and hard drive. F12 at powerup to get to the diagnostics.
The delay could easily be that the drive is failing and the system is retrying the boot loader.
