Paint on Cooling fins

Cooling fins for CPU cooler

Noticed there is paint on inside edge of the cooling fins

Why is this black paint on the begining, inner side of the cooling fins

Does this help prevent heat from building up inside the laptop?

Would it make sense to make little holes on the top, where Power Button is, yet on the right side, or maybe on the bottom cover to increase ventalation for the board?

Cause this laptop is sealed, hardly any vent holes for the motherboard, and laptop case

Fan is on often

Replaced blue gum with thermal grease
