Pb to install USB peripherals on Inspiron 9300

Hi,

I have an inspiron 9300 and I cannot use some USB external peripheral.
I have a old Camera (USB 1), an old external hardrive (Archos jukebox, USB 1), an USB memory key (USB 1) that work very well. These peripheral has been bought in France and use USB 1.
But when I want to use new USB memory keys (e.g. JetFlash 1Gb, USB 2.0) or a web cam (Havit 3808), it doesn't work. These last peripherals have been bought in Vietnam and work well on other computers (local vietnamese desktop and also Sony Vaio laptop for instance).
When I connect these peripherals my computer write:
"Les pilotes de ce peripherique ne sont pas installes.(Code 28)
Le materiel n'a pas ete installe car l'Assistant ne trouve pas le logiciel necessaire"
What means: "The pilots of this peripheral are not installed (code 28). The hardware could not be installed because the Assistant has not found the needed software";

What should I do to be able to use my new USB peripherals?
