After doing some research I discovered what the problem is. It's quite simple, the Check Point Secureclient NGX R60 HFA03 (BUILD 011) does not support Mobile Broadband (WWAN) devices in Windows 7. It's mentioned in the release notes of this version:
"00526624 Mobile Broadband (WWAN) devices introduced in Windows 7 are not currently supported. You will need to use Endpoint Connect. You have to determine version of the software on your Check Point gateway to determine if Endpoint Connect could work in your environment."
Because of this Secureclient can't find the internet connection created by the Dell 5540 HSDAP modem. To solve this issue you've simply to create a dialupconnection using your 5540 HSDAP modem by doing the following steps:
Go to Start -> Control Panel -> Phones and modems
select the tab “Modems” and press settings.
Press the button “Change settings”
Select the tab “Advanced” and use the following string including brackets:
AT+CGDCONT=1,”IP”,”APN”
Note: You need to fill in the APN of your own provider.
After this setting press the “OK” button till all the open screens are closed.
Go to: Network and Sharing Center -> Set up a connection or network -> Set up a dial up connection
Now setup a dial up connection
Make the following settings:
Dial up phone number: *99#
Name connection:VPN Connection (or something else)
Check the box Allow other people to use this connection
Press "connect" to test the connection.
After creating this Dialupconnection you need to connect with this connection before you want to connect with Secureclient.

Hi I've dell latitude 6220, windows7 professional. The problem is the same: ok surf the web but Checkpoint can't connect to vpn server (no server found).
The workaround works fine with a bit difference:
connection string is (for vodafone.it): AT+CGDCONT=1,"IP","mobile.vodafone.it","0.0.0.0",0,0;
Thanks to everybody.... now It's time to remove original vodafone mobile connect !
... in italian:
Start -> Panello di Controllo -> Telefono e modem
nel tab “Modem” premere: proprietà -> cambia impostazioni -> avanzate, appare "comandi di inizializzazione addizionali" ed inserire AT+CGDCONT=1,"IP","mobile.vodafone.it","0.0.0.0",0,0 ( in caso di sim vodafone )
premere ok fino a chiudere tutte le finestre. Proseguire creando una nuova connessione remota tramite modem con:
Start -> Pannello di Controllo ->Centro Connessioni di rete e Condivisione -> Configura Nuova Connessione o Rete -> Connessione Remota
Inserire numero di telefono *99#
Nome connessione: VPN Checkpoint (o quello che preferite)
Selezionare il checkbox "Consenti l'utilizzodelle connessioni ad altri utenti"
Premere "Connetti" per salvare la connessione
Successivamente bisognerà andare sul programma della VPN e selezionare la connessione" VPN Checkpoint " per effettuare il collegamento

I disagree.
Many 3G and 4G providers BLOCK VPN Ports specifically.
Thats why some clients have a "enable VPN mode" on them.
This is also why they charge MORE for VPN access.
This is not a Driver or a Dell issue its an ISP issue.
