Run Diagnostics DellSystemDetect on Windows 8.1 Inspiron 15 3000 model 3531 (aka i3531-1200BK)

Inspiron 15 3000 model 3531 (aka i3531-1200BK)

Windows 8.1 newbie. I cannot get the Dell Diagnostics to launch. I type Dell, select the "My Dell" from the search results, click on the Tools & Info button, which opens IE 11 to the dell support page. On that page the DellSystemDetect EULA has be agree, and then a spinning Scan is in progress message appears. On IE 11 a download warning flashes (too quickly to read) but nothing ever shows up in the download folder (Ctrl-J).

How do I get DellSystemDetect to run?

You're better off running the diagnostics outside of WIndows - press F12 a few times at powerup and choose Dignostics from the menu that appears.
