Shutdown Problem
when I shutdown the laptop(dell inspiron 15z, windows 8) laptop would go through the process the screen would go blank but it does not totally off. The power button would still be lit and the fan would still on.I have to hold down the power button to completely off my laptop then shut down process has complete.

I reinstall window 8 but still same problem. :(

I also had this problem, but you can easily and successfully shut down your laptop without holding down the Power button or without even re-installing Windows.
My laptop is Inspiron 15z 5523 with Windows 8.1 installed.
To successfully shut down Windows 8, letting the "Up time" in Task Manager resets to 0:00:00:00 when you turn on your computer again, you have to do the follwing:
1- Press the Windows button in your keyboard, then click the Power Icon as shown below:
2- Now Left-Click "Shut Down" icon and while pressing "Shift" key in your keyboard simultaneously. this will successfully shut down your Windows 8.

thank you for your kind suggestion but it did not work :(
resetting Up time in Task Manager is not in my control, when laptop is on Up time it self starts from 00:00:00:00 and continue to increase until it is shutdown in between if i want to reset this time to 0:00:00:00 i can not do it.
other process as you mention that is

i did this process but problem of shutting down is not solve.

I can say that what you face is just normal. :)
My laptop is as same as yours, the same model.
When you shut down laptop using (Shut Down) icon in Windows 8, my laptop wont shut down instantly,
Screen goes off black, fan still running, and the power button is still lit, but I wait for about 10 seconds then all goes fine. :emotion-2:
Rather than that.
It may be an app or a background process that prevents Windows from shutting down.
Well, you can try to re-install WIndows or use your Recovery DVDs.
You can also wait for a Dell Expert to answer your question.

I discovered the cause of this.
When "Turn on fast startup" option is checked.
This issue occurs even if you perform a full shutdown operation by holding down SHIFT key and clicking Shut Down in Power Menu, I faced this issue when I tried to perform a full shutdown using this process, the system hang at a black screen and the fan was running incredibly fast. That time the "Turn on fast startup" option was checked.
Now I unchecked it to test the system.
