Slow boot up new machine

I recently purchased an Inspiron

It still takes at least 3 minutes to Boot Up and 5 minutes to reach my e mail .Slow performing tasks.but acceptable after 5 minutes from start.

A remote examination by  Dell checked the machine but did not improve the speed to a measurable amount...

Based on the remote check over  that all is well, am I to assume this new laptop is meeting Dells specification. 

A seperate review indicated a  RAM problem.
