Starting Problem

When i am connecting the charger to my laptop LATITUDE D620, the LED in the charger is getting OFF. Hence I am not able to switch on the laptop. if I remove the charger from lptop and switch on the charger, the LED is getting ON.

What could be the problem. The DELL technical support team in INdia is saying tht it could be problem in motherboard. what will be the cost of this motherboard.

Can i take my laptop to  authorized service centre. If any service centre available in New Delhi, India.

Please help.
