Studio 1558 Lot of Problems!! Why?

I have the same Studio 1558 with WIndows 7 64-bit and an i7 processor and ATI Radeon HD 5470 card.

and this is the first time i buy from DELL and i have bought the best laptop i can

but i face problem in playing any game like Command & Conquer 3 it give a massege

"Please make sure you have DirectX9.0 or higher installed. Also verify that your video card meets the minimum requirement, and that you do not have hardware acceleration disabled in the Display control panel."

i have Direct10 installed in my laptop and the card is very good

also the laptop is so slow i don't know why

were is the problem?

please help
