System File missing or corrupt: C:\Windows\System32\System Dell Inspiron 8600

Hello Guys,
 
Well, I've spent quite a while trying to solve this problem with the Dell Inspiron 8600. I have reinstalled three times the Windows System, I've updated the BIOS to the latest version and I still have the problem.
Every time when I install the windows, it boots up once and then when I restart the system, this message appear:
 
System file is missing or corrupt:
C:\Windows\System32\System
 
I've tried some softwares updates as so BIOS Update and Fixes from dell website but none of them work.
Well I work as a technician in London and the computer is a customer one and I'm almost giving up to solve it. I someone had the same problem or know to solve it, please post it for me...

I suggest that you try running the Dell diagnostics (if the hard disk partition containing it hasn't been removed) on the hard disk as if you have reinstalled and getting the same problem then it's quite likely that there is a problem with the hard drive.

If the Dell diagnostics are unavailable then you might have to resort to using the hard disk manufacturer's own hard disk diagnostic tool.

Sorry Man, i forgot to mention it!!!! I have already changed the HD as well and at the first time I thought that was the problem, it worked well for a few hours, I could make windows updates and install anti-virus and some softwares but then when I was to deliver it, the problem came up again. And is really weird cause both H.D. even the new one, show the same message, I also tried to swap memory but didn't work!!!!

CAN SOMEONE HELP, I AM SORRY I AM USING YOUR POSTING, BUT I CAN NOT FIGURE OUT HOW TO POST A MESSAGE.
 
MY PROBLEM OR ERROR IS Windows\System32\NAVSHEXT.DLL\NAVSHEXT
 
IT ALSO SAYS AdClicker-DF.dll
 
Can anyone help me, this keeps popping up on my screen and I can not get rid of it?
